15/07/2010:
The following information was requested regarding marine biotoxin testing:
  • The total number of animals and specific species employed for marine biotoxin testing for each year from 2005 up to June 2010 carried out in the UK.
  • For each of the procedures
    • which toxins were being tested
    • the severity classification of the procedure
    • the overall result of the test.
  • The data to outline the total number of animals used and the total number of procedures.
  • The costs incurred on a yearly basis for the testing procedure during this period, including animal costs and staffing costs in the UK (if available)
16/07/2010: Response:
Senior staff at AFBI VSD advised that the information sought did not belong to AFBI.  
The following statement was issued to the requester :
"At a UK level, the owner of this information is not AFBI, but is the Food Standards Agency. Any information, that we (AFBI) may be privy to, belongs to them (FSA), not to us."
It was suggested that the requester contact the FSA for the information.

The following information regarding the Procurement of Contractors and Construction Consultancy Services, was requested:
  1. How you procure Construction Consultancy Services
  2. How you procure Construction Contractors
  3. If by your own framework, please tell me:
    a. The titles and content of the relevant frameworks
    b. Who is on the current frameworks
    c. The start and end dates of the frameworks
    d. Any possible extension periods to the frameworks
    e. The name and contact email of person responsible for the frameworks.
28/06/2010: Response:
  1. AFBI does not itself procure Construction Consultancy Services.  AFBI has a Service Level Agreement with Facilities Management Branch DARD who use construction consultancy services of Properties Division DFP who management the Government Estate, and also the construction consultancy services of DFP Central Procurement Directorate works section who are known as a centre of excellence.
  2. AFBI does not itself procure Construction Contractors.  AFBI has a Service Level Agreement with Facilities Management Branch DARD who use Properties Division DFP who management the Government Estate for procurement of construction contractors, and also the construction consultancy services of DFP Central Procurement Directorate works section for the procurement of construction contractors.
  3. AFBI does not have its own framework separate from the above procurement routes.

The following information on Prompt Payment Statistics was requested:
  1. When was the 10 day payment commitment originally made?
  2. On what frequency are performance figures reported by AccountNI and to whom?
  3. Please provide details of the monthly payment performance figures since the 10 day commitment was made. Figures to include the total number of invoices received, total number of invoices paid within 10 days, total value of invoices paid?
  4. In the period since the introduction of the 10 day payment commitment how many invoices have been paid later than the 10 day payment commitment but in advance of the 30 day contractual due date and how many have been paid later than the 30 day payment period?
Note: This request was initially made to Account NI.  AFBI were only required to provide a response regarding Prompt Payments.
02/06/2010: Response:
The Prompt Payment Statistics per month for the period November 2008 - April 2010 was provided by the AFBI Accounts Branch to the requester.  See attached file.

13/04/2010:
  • The results (raw data) of the 'Review of Staff Morale and Motivation' survey was requested by a member of AFBI.
22/04/2010: Response:
A formal response was issued by the AFBI Establishment Officer which reflected that the report was still in draft form, but would be posted to the AFBI Intranet for the attention of all AFBI Staff once signed off by AFBI Senior Management Team.
The requestor was also advised that under Exemptions 40(2) and 41(1) of the Freedom of Information Act (2000), the raw data would not be available.

  1. The names and job titles of any person employed by your public body (either as a staff member, a freelancer, a contractor), who was paid over £100,000 in the financial years 2009/10 and 2008/9.
  2. Anyone (name/job title) who left in the middle of a financial year but would have earned £100,000 or more had they stayed on.

    Exact salaries or pay bracket for those named in 1) and 2).
  3. Who signed off on these £100,000+ incomes… e.g. a select committee, Head of HR, the boss (and if it was the boss who was on over £100,000 a year who agreed on his or her salary).
  4. Details of any bonuses, pension contributions, over-time extras, ‘golden handshakes’, ‘golden farewells’ and redundancy payments that the people you mention above received in the financial years 2008/9 and 2009/10.
